wordpress on localhost doesnt allow me to add a plugin from file

Im on linux and have LEMP install
Already had change php.ini memory size limits, had give permissions to folders and also had change group to www-data, nothing its working to allow the plugin to install, have also try with other plugins, same result, any idea?
