woocommerce only ask for billing address if customer select credit card

This is regarding Woocommerce checkout page.
I would like to move Billing address field to after asking customer if they want to pay with cash or credit card.
If they are paying with cash then I would not show the Billing address field. But if they are paying with credit card then I would show the billing address field.
Are there any plugin for this ?
I searched and could not find any plugin to do this.
Or how can I do this manually?
