Why does updating permalink structure only update posts and not pages?

This might sound like a stupid question but I’ve honestly looked everywhere. Currently my WP Page structure is {site-title}/{page-title}. This works fine, however I want to change the permalink structure to the page category before the page title.

So it will be {site-title}/{category}/{page-title}.

Simple enough right? Well it doesn’t seem to work, on any wordpress site i’ve worked on by updating the “save permalinks”. It does work on posts though, and I can’t seem to find anything else online, my understanding was that since page’s are just a custom post type it should update everything right?

So effectively posts work with the {site-title}/{category}/{page-title} but pages still use {site-title}/{page-title}, I’m a lost of words on what to do.

I’ve also tried messing with the .htaccess file so pretty sure it isn’t that either.

Isn’t a caching issue either for sure, since posts are updating, not pages.

I have modified pages with;

    register_taxonomy_for_object_type('post_tag', 'page');
    register_taxonomy_for_object_type('category', 'page');

Thanks for the help!
