Sell access to non-downloadable PDF’s with woocommerce

My client sells books using WordPress and Woocommerce. He would like to sell the digital versions of them but just to read online. I have been looking for this online but I haven’t found anything. I’m whiling to develop a plugin myself but it could be a much bigger task than I can handle.
Am I missing something? Any thoughts or ideas?
