plugins – Restoring self-hosted site after configuration causes no response: ERR_CONNECTION_TIMED_OUT

I’m relatively new to web development, and I’ve set up a self-hosted (LAMP) WP site. After one too many configuration changes I broke the site. Apache error logs are clear as to where and when things went wrong, but I’m not sure how to correct the issue.

Any input on what the next troubleshooting steps would be?

Thanks for any direction.
