Moderate only specific category

I have a multi-author blog and I want to moderate posts published only if it’s published in a specific category, regardless of the user level.

so in short even if a user with Publish access tries to publish a post in a given category, it should be held for moderation.

I thought there would be a plugin for this, but either my search terms are weak, or this doesn’t exist. Has anyone seen a solution to this?
