How to change comments title after 2 comment is leaved?

I want to add a code to my theme; that, if nobody left a comment_ the standard title appears "be the first one to leave a comment" which we all know it. And, if comments section has two comments, the title automatically changes to "Add Your Voice To The Topic!".
what is the code that does this?
