How can I implement a conditional statement for a shortcode on a Gutenberg page to support IE11

Question

I totally get this is a sensitive topic with Microsoft ending their life support for IE11 next year. But in certain cases, I still need my customers to view specific plugin logic that is built on modern technologies (i.e. lots of flexbox coding, SVG elements, etc…) while they are “stuck” with an IE11 browser.

If I place a shortcode block on a Gutenberg page that works on all modern browsers, but not in IE11 at all, is there anything I can do to setup a condition that replaces that shortcode block with static HTML?

Has anyone attempted to do this? If so, where would I start? I don’t care if JavaScript is involved, or fully PHP,…I just need some type of starting ground to get this conditional logic setup so my customers can see “something” in IE11.
