How can I display an “Add a Comment” button rather than the full comment form on the bottom of each post?

I’m building a WordPress site which allows for anonymous user commenting.

Rather than always displaying HTML form fields at the bottom of each post, I want to display a link or button that says something like, “Click to Comment on this Post.” After the user clicks, the commenting fields appear somehow… either a page refresh or a separate comment form page?

This is the default commenting behavior in Drupal, and I would like to replicate that in WordPress. Is this something WordPress can do?
