Help with enqueue for child theme

I am trying to enqueue a child theme. Twentyseventeen is the parent theme. I made the child theme by creating a new directory in the themes folder via Filezilla. The only directories in the child directory are a styles.css folder (without the @import rule) and a functions.php folder. The styles.css has this text in it:
