Custom script to block editor translator?

Is there anyway my client – with no html/css knowledge – can edit a custom coded theme page using a block editor such as gutenberg ?

Is there such a thing as a manually scripted page to block editor page translator ?

I’ve tried opening a html block and cutting and pasting the html between the head and footer into it.

I’ve also looked on Google but had no luck.
